Visionary Thinking.

Billie Larkin's passion for helping others is undeniable. She attributes her visionary way of thinking to Clarke. For the last 20 years, Billie has been involved with the National Children's Alliance movement for children who have been sexually or physically abused. Billie was fortunate to have had a wonderful childhood and found it difficult to conceive that children could be tortured, neglected and abused. She knew she needed to take action and reached out for the help of a team of professionals including the state's attorney, CPS, law enforcement, and medical and mental health professionals.

Billie has devoted her life to improving the lives of children, as a volunteer and as a working professional. "As executive director for the umbrella agency that serves Illinois' 38 Children's Advocacy Centers and last fiscal year 10,650 children, my plate seems to be expandable to platter size on most days, and I love it," said Billie. She and her staff provide prevention education and multidisciplinary services to children who have suffered abuse. She has passed two important pieces of legislation in Illinois during her tenure, one in 2007 for fees and fines for criminal payment to CACs and the most recently, Erin's Law. Erin's law provides for prevention education to pre-K through fifth grade, going into effect in August of 2013.

Billie's proudest accomplishment is her family of her husband, two wonderful sons, daughters in-law and grandchildren. In describing this wonderful woman, a colleague said, "Billie gives her intelligence, heart and soul into the work and is very deserving of this award."
